"Family planning groups and at least one member of Congress objected on Tuesday to a Bush administration memo that defines several widely used contraception methods as abortion and protects the right of medical providers to refuse to offer them.

The proposal would cut off federal funds to hospitals and states that attempt to compel medical providers to offer legal abortion and contraception services to women.:

"The Department proposes to define abortion as 'any of the various procedures — including the prescription and administration of any drug or the performance of any procedure or any other action — that results in the termination of the life of a human being in utero between conception and natural birth, whether before or after implantation'" per the Bush admin memo. The proposed rule is specifically intended to overule state laws.
Yes, this is intended to include all birth control pills.
"Conception occurs when egg and sperm unite in the fallopian tubes. It takes three to four days before the fertilized egg implants in the uterus. Several birth control methods interfere with this, including the birth control pill and IUDs."

The report looks at 87 studies conducted between 1960 and 2007.Programs to change gays to straights don’t work, report says
The American Psychological Association concluded Wednesday that there is little evidence that efforts to change a person’s sexual orientation from gay or lesbian to heterosexual are effective.

In addition, the 138-page report — covering 87 peer-reviewed studies — said that such efforts may cause harm.
"Contrary to claims of sexual orientation change advocates and practitioners, there is insufficient evidence to support the use of psychological interventions to change sexual orientation," said Judith M. Glassgold, chairwoman of the task force that presented the report at the group’s annual meeting in Toronto, Canada. The Washington-based association represents more than 150,000 members.

African-American scholar and Harvard University professor Henry Louis Gates Jr. was arrested last week on a charge of disorderly conduct after a confrontation with an officer at his home, according to a Cambridge, Massachusetts, police report.

According to the report, officers responded to a call Thursday from a woman who said she saw "a man wedging his shoulder into the front door" at Gates’ house near the university. The report, obtained by CNN affiliate WCVB-TV, indicates Gates refused to identify himself to a police officer, claiming the officer was a racist.
Sgt. James Crowley of the Cambridge Police Department stated in the report that he told Gates he was investigating a report of a break-in at the residence. According to the report, Gates "opened the front door and exclaimed, ‘Why, because I’m a black man in America?’ "

The "skeletal, half-built" shell of a maximum-security prison in Khan Bani Saad "will probably never house an inmate" even though the United States spent $40 million on the now-halted $73 million project.
Marred by "poor security and weak subcontractor performance," the project is among several examples of Iraqi rebuilding problems cited in a just-published history by the Special Inspector General for Iraq Reconstruction.
